If a pool table was set up in the exact same way over a series of times and the exact same power was applied to the cue, would the resulting break always be the same? If not why?

Yes. The different breaks we do get every time is a result of tiny changes in placement of the balls, different impact of the cue, and deformations of the pool balls.

In order for the exact same setup to result in a different outcome, it would need to be a quantum pool table, where the balls are wave functions rather than balls.

A pool table is governed by classical physics, though, not quantum physics, and is therefore deterministic. In reality, you can never set the pool table or use the cue in the exact same way every time.
