“Smartshift” is just AMD’s marketing term for their technology that controls whether the laptop will use integrated graphics or dedicated graphics to run software/games. Usually this is decided by the current available power (being charged or running on battery)

Integrated graphics and dedicated graphics are separate chips in the laptop. Integrated graphics are very power efficient, but they are almost always slower than the power-hungry dedicated graphics. If you are plugged in, Smartshift will choose to run at full speed using dedicated graphics. If you run on battery, it will choose to run power-efficient integrated graphics, which run slower but will draw much less power.

This isn’t new technology per se; Intel and Nvidia has similar technologies called Optimus years ago as well.
