Are spiders webs and the cobwebs you’d see in old abandoned places different things? How are cobwebs formed?

Cobwebs are abandoned spiderwebs.

Spiders spend a lot of time maintaining their webs to keep them functional, it doesn’t take that long for a spider web to gather dust and loose it’s stickiness and function as a trap for the spider’s food.
