Refuelling ground vehicles. Most airports operate a fleet of passenger transports, be that busses or coaches. Then all the ground support vehicles which service aeroplanes, for example the re-fuelling truck needs it’s own fuel. Then you have baggage transport, motorised boarding stairs, and on site fire fighting vehicles. And then you also need to keep an amount in reserve to run emergency generators.
All the service vehicles that planes rely on – luggage haulers, refueling trucks, towing vehicles, emergency response vehicles, etc. Airports will have lots of these vehicles and for security reasons won’t be driving them off site every time they need to fill them up. On top of that, airports must have their own emergency power supply, and that’s likely to be fueled by diesel or propane or some other fossil fuel. Even if the entire city loses power, the airport needs to have power for its guidance, communication and safety systems.
