Refuelling ground vehicles. Most airports operate a fleet of passenger transports, be that busses or coaches. Then all the ground support vehicles which service aeroplanes, for example the re-fuelling truck needs it’s own fuel. Then you have baggage transport, motorised boarding stairs, and on site fire fighting vehicles. And then you also need to keep an amount in reserve to run emergency generators.
