Is this just the new labeling for GMOs?

Not the same thing. For example meat grown synthetically outside the animal would likely be labelled bio-engineered but the technique and end product itself may not have any genetic modification involved.

It might also apply to foods that use enzymes (biological) during the processing.

The definition isn’t too precise but it should be broader than simply GMO.
