Yes. The Maillard reaction, and especially burning foods produces compounds like polycyclic aromatic hydrocarbons, and many other compounds.

Carcinogens are not guaranteed to cause cancer, but they do increase the risk in a tangible amount. One slice of burnt toast or blackened hot dog is unlikely to induce cancer.
