can my apple cloud content be seen by other people?

If one uses the cloud to acquire more space for photos on their iPhone, can other people see their cloud content if they’re on the same phone plan? How does that work?

No. If someone had your Apple username and password, they could see the pictures. And the police might be able to see them if they subpoena Apple, but being on the same phone plan does not give other people access to your iCloud storage

Edit: if you’re using Google photos or some other service, the same applies.

No. Your iCloud is tied to your Apple ID not your phone plan. Even if you’re using an iCloud family plan the data in the family iCloud is segregated by Apple ID. Everything apple is by Apple ID your phone service has nothing to do with apple services.
