Water particles in the air would obstruct the path of light, reflecting it in random directions and eventually absorbing. Maybe you’ve noticed that more of the light was directed towards your eye compared to empty air. A streetlamp normally shines directional light towards the ground, where it is absorbed by dark soil, asphalt and green plants, and the reflected portion is lost into the sky with nothing to limit its range. But of there are clouds, we get “light pollution” and some of the reflected light returns back. A fog closer to the ground would also appear like a solid illuminated mass.
