If someone wears contact lenses often, (but respects all the rules of it) and has dry eyes. Can the red blood vessels reduce or go away if he stops wearing contact lenses often and use artificial tears ? Or will they stay permanent ?

They will not go away, but they can shrink if you cease wearing contact lenses for a prolonged period (eg a few months).
