Can there be mixed breed birds? Why or why not?

Mixed *breed* sure, in domesticated birds with notable breed differences like chickens and fancy pigeons.

If you mean true cross-species hybrids, the answer is usually no. There are a few examples of closely related species of gulls or parrots that can hybridize, but otherwise the genetic barriers to reproduction are the same in birds as they are anywhere else. You cant breed up a Turducken.
