Like if i want to put bigger tires on a vehicle, can you do that?

Yes you can.

The wheel rim plus the tyre sidewall is what the speedo is calibrated to.

Rim size is the diameter in inches. The width of the tyre is in mm and the ratio of one to the other is the height of the tyre from road to rim. Simple right? /s

So a 225/50R17 tyre for example has a 17″ diameter wheel rim, with a 225mm width tyre and a sidewall of 50% of that 225mm (or 112.5mm) from road to rim.

If you want bigger rims and keep the speedo semi accurate you have to maintain the circumference to a certain degree.

If the car came with the wheel size as above but you want 19″ rims then the sidewall has to drop to maintain the overall (rim + tyre) circumference.
