Capital controls are limitations put by the government on the convertibility and transferability of money from local currencies to foreign currencies.

There are several forms. Some of the more common ones are to limit citizens from sending money abroad or exchanging local currencies into foreign currencies. It is called capital controls because they are generally used to control capital flight.
