charging devices from 14.8v battery

I have built a stand alone electrical shuttle with a switch panel with integrated USB ports powered by a 14.8v lithium battery. Will I be able to charge my phone or other USB capable devices with that 14.8v battery as opposed to a normal 12v battery without damaging them? Why or why not? Thank you!

Your setup isn’t clear. Are you saying that this is a panel that would ordinarily be powered by a 12v battery which has integrated USB ports presumably with integrated electronics to step the voltage down to 5V?

And is this a panel designed for use in an ICE car?

If so I’d say the answer is almost certainly that it will be fine. ICE systems that are nominally 12V can go as high as 14 or so anyway.
And even if not, the converter designed to cope with stepping the voltage down from 12 to 5v can almost certainly produce 5v from 14.8.
