Considering the end user, why are the most common cement packages so heavy and difficult to manipulate?

My understanding is that the 94lb bag of portland is 1 cubic foot. this keeps the mix ratios easy at 1 portland, 2 sand, 3 gravel.
It basically keeps the math easy.
