The universe can be somewhat older than 13.7 billion years but not much. In 1961, physicist Robert Dicke argued that universe cannot be much older than 10 billion years, since in the far future all the fuel for stars will have been used up, and we require hot stars for our sustenance.

Too old for the galaxy models, not too old for the universe. We know that they weren’t there at x time or earlier at all. The question was how long after x it took to form these structures

They’re only too old in the sense that under our current understanding of the universe, galaxies shouldn’t have been able to form to that level of maturity that long ago.

Basically the findings mean that galaxies formed earlier than we thought, quicker than we thought, or both.

We are pretty confident in our prediction of the age of the universe so it seems more likely that our understanding of galaxy formation is what needs to be updated.
