An aquifer isn’t a giant underground lake or flooded cavern. It’s more like a saturated rock sponge, or like a pocket of wet sand. Drilling a hole won’t really fill it any faster because the water would still have to slowly seep through the rest of the aquifer.
No, the water is already under the river. You can recharge them using permaculture-swales, keyline plowing, gabions, and dams.
