We know from observation that there seem to be 3 types of matter. The first two types, when placed next to each other, seem to move towards each other, but two of the same type, seem to move apart. The last group doesn’t seem to be affected by itself or others. We call this charge.

The first two are called positive and negative, the last is called neutral. Coulomb repulsion is named after the guy who figured out a lot about charged particles. Specifically it’s the tendency for two of the same (two positive or two negative) charges to move away from each other.
