Do people with lower voices whistle in a lower tone as well?

No. The thing that gives people ‘high or low’ voices is their vocal chords which are internal and different for each person.
Whistling, however, is done by the lips and nearly everyone can form the same shape with their lips regardless of how big or small their vocal chords are.
I think it depends on how you whistle, I have a deep voice but my whistling is high pitched but I know I don’t whistle like most people
