Because they are larger.

Raindrops and most other things falling great distances through air reach *terminal velocity*, or the fastest they will go with only the force of gravity pulling them. Gravity wants to continuously make them faster. But as speed increases, air resistance tries to slow them down and at some speed this is a “draw” so they stay at that max speed.
