If you have a fluid flowing in a pipe that is diameter D in one section and diameter d in another, such that D > d, the velocity of an individual molecule will be greatest in the section of diameter d.

This is quantified by Bernoulli’s principle and is accurate for the case of “static” fluids. It’s as useful for rocket propulsion as it is for sewers.
