Let’s say both the livestream and the video are viewed in 480p. How much data would be consumed in 1 hour for each?

tldr; yes. normal video is compressed so it’s a smaller “size” even at the same quality. less data has to go through.

The factor here isn’t the resolution, but the bitrate. If the bitrate is the same for both the livestream and the video, the data consumption will be equal.

This is the issue with youtube leading people to believe resolution size is the main and only factor in quality. Its just the size of the swimming pool, its not the amount of water *in that pool*.
