Yes and no. While electrical currents on the brain have been studied, the reality of it is rather anti-climactic.

The brain springs back to a stable state very quickly and no long term damage has been proven yet. Although repeated electric shocks have been linked to schizophrenia and parkinson’s.

Your biggest problem will be the by-products of the emp. Burns specifically.
