eli5 can anyone technically be able to sing?

If I practiced enough or got the right type of training, would I technically be able to sing well like some of our greatest singers? Is there an anatomical difference in their vocals cords that differentiates singers from people who cant sing?

I’m not tone deaf and learned to play the piano with moderate competency. But I cannot sing a note. I did try choir and lessons for a short time with no perceptible results. I can hear the notes and follow a tune but can’t make the tones myself. It’s depressing actually i am very ashamed of it. There are so many situations where it feels natural to want to sing (church, holidays, when my kids were very small and might have wanted lullabies or something) but i just can’t do it. Kind of sad but what can you do.
