Eli5 could someone please explain to me what an oligarch is. Is it the individual equivalent of a cartel?

Oligarchy is when controlling power is concentrated in the hands of a few people or groups. An oligarch is one of those people or the leader of one of those groups.

They are ultimately not beholden to shareholders or voters.
