The carnian pluvial event is, in the media anyway, referred to as the time it rained for two million years. What does this mean? Was it just increased rainfall? Was it a single, constant storm system for two million years? Was it across the entire planet or did some areas avoid it?

Not really. It rained quite a bit more than at other times, but not permanently. That would, if it should include oceans, be almost impossible as the water has to evaporate _somewhere_.
There were some global dry periods in-between as well. Times where the weather was more like the periods before and after.
