[eli5] establishing norms and cut off values

I am working on a questionare for work and I need to know how to establish the norms from the results.

Like how do I know that for example resulting with points from 22-30 means average and 31-40 is high.

How to determine this cut off? what to do with the data?
How is it calculated? I don’t understand how it works

You can’t calculate those “average” or “high” until until you have data from people taking the questionnaire.

Once you have a set of responses you can calculate the mean (simple average) and median (middle value after you order all the scores).

You can then decide your own definition of high and low scores. Is it bottom 20% or top 20% of replies etc.
