eli5: Every base is base 10

Question

Something I found while reading about base systems, I can’t really wrap my head around it. Maybe it has to do with fractions?

Every base is “10” when representing the number that is the base. E.g. base two goes 1, 10 (with two being “10”), base four goes 1, 2, 3, 10 (with four being “10”), etc.
