I have baseboard electric heat – would using a fan in the room cool down that heat or would it move the warm air around?

It would just move the warm air around. Fans don’t lower air temperature. A breeze from a fan just makes you feel cooler because motionless air acts as an insulator. When there’s constantly new air passing over your skin, it carries away your body heat more efficiently.
