eli5: How can a cardboard cup mention “it contains plastic” and still mention being “recyclable with paper”?

Because we are getting better at recycling. The issue is separating out the plastic (usually a thin coating) from the paper. The article below describes some improvements that have lead to this being more and more feasible.
