Boba milk tea doesn’t use real “milk”. They are made with creamer.

Only Indian and English use fresh milk in their tea.

Lactose intolerance is a matter of degree. Almost everyone can handle a small amount of milk with no or mild negative effects.

There’s dairy products in a couple of foods and drinks in Asia, so milk tea isn’t alone in using dairy products. As for why people still consume lactose including stuff, they just don’t care/get used to it. Additionally the stores might use lactose free milk or something similar.

there are the reasons that people have said but ima add another one because people don’t talk about this enough. Lactaids are readily available and super effective. As someone who is lactose intolerant, it just doesn’t affect my life that much. I take a small pill before some meals and occasionally get a stomach ache but that’s it.
