Parallel development. I don’t know the exact number but there are quite a few AI’s in development/use around the world, it’s just that only a few have ever been seen by the public. We see this happen with mechanical engineering all the time; for example when the Germans unleashed the Me-262 in 1944, it was a completely new technology to the Allied pilots but not the Allied engineers who had been working on jet engines for half a decade at that point.

Bard is a collaborative effort between Google AI and [DeepMind](https://en.m.wikipedia.org/wiki/Google_DeepMind) which was ‘acquired’ by Google in 2014. Oftentimes, when companies are knowingly developing competing products, the first to market will be observed by their competitor, who will wait and tweak their design to differ from the first. Furthermore, companies with as many assets as Google don’t really benefit from being the first to market, and can afford to allow a competitor to be a market test dummy while they continue development. It’s likely Google had an algorithm ready soon after acquiring DeepMind, but had no incentive to incur the risk of being the first to an untested market.

They had large language models in 2021, and were the authors of some of the research papers that OpenAPI used to develop their technology. They just didn’t open what they had up to the public until ChatGPT was launched; once it was, they basically just rushed out what they already were sitting on.

ChatGPT is built on research done by Google. Google has done and released a lot of research in the field. OpenAi took the research and built a product from it.

Of course Google can create similar product as well, they had all the necessary ingredients for a while. They just didn’t think it was economical for them to do so as there isn’t a clear way to monetize it. It hurts search which they dominated and is much more expensive to run.
