Eli5- How do apps that pay real money able to launch on AppStore /PlayStore? Do they need a gaming/gambling license?

If it is literal gambling, they can’t. I know one state that runs a lottery, and has an app, but it has to be side-loaded from lottery’s own website.

Paying people for taking surveys or watching ads is not gambling. it is employment and hence legal. There might be taxes involved, but only when (and if) you actually pay them.

Also, plenty of apps are lying, both in their ads and when registering at the app store.

They are not blocked as a gambling app because you are not gambling

You are being rewarded in return for something

Mistplay for example, gives you money for playing games, and they get money from the developers for giving them traffic. The rewards are not great and nowhere near what the ads show

Some apps might reward you money for doing a survey, which the survey provider pays them for bringing them a participant
