eli5: How do archeologists/geologists decide which rocks to break, in order to find fossils?

Some rocks have no chance of bearing fossils, so you can discount them immediately. Some rocks have the possibility and then it’s a question of luck. Not all rocks have equal interest. Some such as the limestone near where I live will produce thousands of fossils of brachiopods, but not much else.
