I returned bottles to one of these places today and my dad tried to explain it to me but I am still confused. The money you get back is just the deposit paid but didn’t that go to the store? So the return facility is just giving you money? I thought it had something to do with the state because of the NY ME 5c thing. Please help

It’s a program meant to encourage recycling. The state charges a small “deposit” on each bottle that is then refunded when the bottle is returned after use. In practice, very few people bother to return the bottles. Some individuals and businesses make an effort to gather bottles and collect the deposits in bulk. It’s basically the same as charging a tax on bottles, then using that tax money to pay people to collect used bottles.
