eli5 How do cities/towns determine when roads get paved?

This is generally determined by the local department of transportation, based on the condition of the roads, how much traffic the roads get, requests from citizens, and availability of any special/federal funding

I’ve kinda wondered this myself. On my street, the far end is really bad. They dug it up a few years ago and the patch is horrific, and the problem just made the road wavy. Fast forward to this summer, and they re-did my end of the road, in front of the house. It’s nice to have a freshly paved road out front, as my end did have some problems too, but my end was orders of magnitude better than the far end.
