eli5 How do last meal requests in prisons work? Do they have world class chefs ready to cook anything or do they order it from a restaurant?

Depends on the prisión, some of them have banned last meal request entirely, others have a budget, others prepare it in “house” and others are takeout/supermarket according to what the inmate asked for. (I beleive those are all the options).
