Depends on the prisión, some of them have banned last meal request entirely, others have a budget, others prepare it in “house” and others are takeout/supermarket according to what the inmate asked for. (I beleive those are all the options).

Followup question. Assuming the ingredients aren’t too expensive, are you allowed to cook your own last meal should the meal be overly complicated to make or expensive to get or if someone wants the food done a particular manner.
