There are two things happening together to make the impact so powerful.

First, the shrimp’s claws themselves are very impressive, but they are actually doing something that many people can also do (just the shrimp is much better) when they snap their fingers. They build up pressure in the elastic parts of their joints, and then suddenly releases that pressure to make a fast movement. The snap of a mantis shrimp is *really fast* and the claws are made out of strong enough stuff that they don’t break in the process.

Second, there’s a thing water does called “cavitation”. Because of water’s mass and physical properties, it is possible for something to move through water faster than the water can follow; in other words, if something pushes water fast enough it can leave a bubble of nothing behind instead of the water following it closely. This vacuum bubble will then suck the water in all at once, but because water doesn’t compress real well it will bounce off of itself with a ton of force. This bounce creates a really strong shockwave.

Combined, the shrimp moves its claws fast enough to create a cavitation. Then the water collapses on that cavitation, which creates the bullet like force.
