The software used to control the camera includes rules for movement in specific areas of view. They simply block out the right turning lane.

They actually do. They did a test of them at the intersection to the industrial park I work at. They published the results in the paper and it had a very high number of cars running red lights. Then a bit further down in the article they stated that greater than 95% of those red lights that people ran were people turning right on red, which is perfectly legal.

They decided against installing them after getting similar results from tests at other intersections.
