Basically just the title question. Are they able to regrow a head from a cut off tail piece?

This is a specific type of worm. You can’t just go cut an earthworm in half and have two worms.

Short answer. It has to do with their stem cells, and their dna.

Long answer, the planarian worm can rebuild cellular tissue because it’s body can somehow control its stem cells to focus on generating one particular type of cell at a time. Their stem cells can even detect which components of their physiology structure they are missing. You can even take a planarian worm, and cut it in half length wise and both sides will regenerate and become two worms.

For example, imagine if humans had this capability, and you had been cut in two. Your stem cells could become embryonic cells that could rebuild you from the ground up. Kind of like baby legs Deadpool. The parts of you that are missing would have to regrow completely.
