Eli5: How does cold “radiate”?

If heat is the measure of atomic kinetic energy and cold is technically the lack of heat then how can we feel radiated cold? Like if you put your hand near some ice you can feel the cold? How can the lack of something radiate?

Cold doesn’t radiate, but imagine heat radiating away, what is the felt effect of the other side of the radiation? If heat is radiating away, then the felt effect is that cold is radiating toward you.

It’s like how centripetal force is real and centrifugal force is a constructed effect.
