Eli5: How does cold “radiate”?

If heat is the measure of atomic kinetic energy and cold is technically the lack of heat then how can we feel radiated cold? Like if you put your hand near some ice you can feel the cold? How can the lack of something radiate?

You’re thinking about the problem backwards. Cold doesn’t radiate from cold to hot. Heat radiates from hot to cold. If something is cold, it’s not “spreading” that cold to nearby objects. It’s stealing heat from those objects
