Eli5: How does cold “radiate”?

If heat is the measure of atomic kinetic energy and cold is technically the lack of heat then how can we feel radiated cold? Like if you put your hand near some ice you can feel the cold? How can the lack of something radiate?

You don’t feel temperature, you feel the transfer of heat.

How this applies here is that the net heat transfer between your skin and the environment is negative, because the cold object is taking more of the heat.
