Eli5: How does cold “radiate”?

If heat is the measure of atomic kinetic energy and cold is technically the lack of heat then how can we feel radiated cold? Like if you put your hand near some ice you can feel the cold? How can the lack of something radiate?

Cold cannot radiate. It is your hand losing heat as there is a temperature difference. In the case of putting your hand near, it is the nearby air that has lost energy to the cold object, that you are subsequently losing energy to.
