Nations at war generally have some allies and they want to keep getting aid from them. At the very least they dont want to make more enemies than they already have.

To bring an example – Ukraine is very motivated to keep to Geneva conventions. Russia not so much, they don’t have any allies anyway and any cooperation they get is despite Geneva conventions not because of them.

A lot of people have pointed out that you do it so the other side does it too, which is correct but there’s something more.

Other countries exist, and while they may not participate in the war they still want the Geneva convention to be followed, so let’s say you’re a country at war, you need to import things from other countries, if you don’t follow those rules the other countries might not want to do business with you and now you’re left worse off because you pissed of a neutral party that was trading with you

a tl;dr is that rules of war is to prevent unneeded human harm and suffering. i.e. don’t be a dick.
Killing an enemy, fine.
Killing a prisoner of war, not fine.
And generally, its not really enforced during war, but usually after, and you wont get away, you still got people being punished for the war crimes committed during the holocaust in modern times.
So if country A and country b is at war, and country A does all the war crimes. When the war ends, they will persecute, judged and punished.
Generally speaking, the punishment is death, or life imprisonment.

So you get cocky and decide you’ll sneak a rock in your pocket and hit him with the rock. So now that you’ve done that, he picks up a rock and hits you with it too. Also, the next time you are in a fight with anyone, they know you don’t fight by the rules, so they bring plenty of rocks.
