Eli5 How emergency only phones work

The emergency phone at the neighborhood pool rang five times, and then about 10 minutes later, it starting ringing again. Supposedly this phone is a direct line to 911, so how is it receiving incoming calls? Who could be calling?

Many emergency phones (the kind you see on a college campus or in a parking garage) have no ability to be reached from the outside world. They also dont automatically dial 911, rather it’s just an extension on a closed phone system meaning it’s designed for communicating with a local security guard desk or monitored service. On that system you can call the emergency phone back but you would have to be at the security desk console to do so.
