The emergency phone at the neighborhood pool rang five times, and then about 10 minutes later, it starting ringing again. Supposedly this phone is a direct line to 911, so how is it receiving incoming calls? Who could be calling?
It has a phone number. That’s how the phone network works.
The call is probably a robocall that’s just calling all the numbers one after another. Pick it up, and tell them you want to send them millions of dollars to help the Nigerian Prince regain control of his country.
