The penis is basically a blood sponge – when erect, the spongy tissue in the penis is filled with blood which causes the penis to enlarge and get hard – there’s only so much blood the tissue can absorb and at that point it stops growing.
When a man reaches physical adulthood the growth hormone (somatotropine) stops producing. Therefore the man, and his penis stop growing. The actual size is coded in the DNA.
