Eli5 how eyes even work?

Why is it that when I look at a ceiling fan with my eyes wide open I can sort of see each individual blade spinning and it seems slower than when I close my eyes nearly all the way, the blades seem to be going much faster and I can’t see the individual blades as well?

If you try to follow the blade movement, you will be able to see the individual blades. If you zone out and don’t focus on the blades, it will become a blur. It’s not your eyes that is doing it — it’s your brain. The eyes are constantly transmitting the images to your brain, but it is up to your brain to interpret those images.
